Omarr Norman-Lott grew up in North Highlands, California and attended Grant Union High School in Sacramento, California. Coming out of high school, Norman-Lott was rated a three-star recruit, where he also held offers from schools such as Arizona, Arizona State, Boise State, Colorado, Oregon State, Texas A&M and USC. Ultimately, Norman-Lott decided to commit to play college football for the Arizona State Sun Devils.
Norman-Lott took a redshirt in his freshman season at Arizona State, after only playing one game and collecting one tackle. In 2021, he played in 11 games and racked up 30 tackles, four tackles for a loss, and two sacks. In 2022, he played in nine games with two starts and finished the year with 14 tackles, three tackles for a loss, and two sacks. After the season was over, Norman-Lott entered the transfer portal and decided to transfer to the University of Tennessee.
In his first season with the Volunteers, Norman-Lott played in 10 games with two starts. He collected 26 tackles, six tackles for a loss and 5.5 sacks for Tennessee.
